Coming Together, Moving Forward: Highlights from the 2025 NACA State Association Summit

The 2025 NACA State Association Summit brought together over 120 passionate professionals from 39 states for 1.5 days of powerful conversations, collaborative problem-solving, and inspiration to push our profession forward. Held during National Animal Control Officer Appreciation Week, the Summit was a vibrant reflection of what happens when leadership, connection, and shared purpose come together.

Opening with Impact
The Summit kicked off with a dynamic keynote on leadership and teamwork—setting the tone for the entire event. The message was clear: the future of animal care and control depends on how we lead, how we collaborate, and how we show up for one another.

Workshops and Panels That Delivered
The Summit offered a variety of content-rich sessions that sparked meaningful conversations and practical takeaways. One highlight was the launch of a new disaster response initiative designed to equip agencies with the tools and strategies needed for effective planning, response, and recovery in a rapidly changing world. This session introduced attendees to a national framework for coordination and support, laying the groundwork for stronger disaster preparedness across jurisdictions.

A panel on Return-to-Owner strategies showcased innovative field-based approaches and tools that are helping agencies reunite more pets with their families—often without ever bringing them into the shelter. The session emphasized creative, community-focused solutions that improve outcomes while strengthening public trust.

Another standout was the legislation panel and follow-up presentations, which walked attendees through how to navigate existing laws, influence new ones, and use advocacy to drive policy changes that support humane, effective animal care and control. The discussions were engaging, empowering, and packed with actionable insights.

A Keynote That Moved the Room
Day two closed with a keynote that will be remembered for years to come. Through powerful storytelling and heartfelt lessons on leadership, the speaker left the room tears reminded us that the work we do matters and so does how we do it. It was the kind of message that didn’t just land—it lingered, inspiring attendees to go back to their communities committed to being better and doing better.

Connection, Inclusion, and Amplifying State Voices
At the heart of the Summit was a deep commitment to inclusivity and collaboration with the state associations leading the way across the country. These organizations are closest to the officers, field staff, and local leaders doing the work every day, and they play a critical role in driving change within their communities. At the national level, NACA’s role is to provide the platform and support needed to strengthen those efforts, offer connection points between states, and amplify the voices of those who are too often unheard.

This Summit was a space for state representatives to share successes, confront challenges, and build stronger relationships with one another. It was a reminder that we are stronger together—and that unifying across state lines strengthens us all.

Looking Ahead
The 2025 Summit was more than an event—it was a movement. One that reminded us that when we come together with intention and purpose, we can create lasting changes in our communities, our profession, and ourselves.

Animal Control Officers Deserve More Than Appreciation—They Deserve Support

When people hear the term “animal control officer,” outdated images of someone chasing stray dogs might still come to mind. But today’s animal control officers (ACOs) are highly trained professionals who play an essential role in keeping both animals and people safe. With the 2025 Animal Control Officer Appreciation Week coming up April 12 to 19, there is no better time to recognize the real scope of their work and advocate for the tools and support they need.

At the National Animal Care & Control Association (NACA), we believe that appreciation starts with action. These officers are often first on the scene during emergencies involving animals, but their responsibilities stretch far beyond enforcement. ACOs are educators, mediators, crisis responders, and community connectors. They work long hours in challenging conditions and respond to emotionally charged situations with compassion and professionalism.

The Scope of an ACO’s Job

Animal control officers do so much more than enforce animal ordinances. They:

  • Rescue pets from dangerous conditions, including extreme heat or cold
  • Respond to emergencies and disasters
  • Reunite lost pets with their families
  • Assist community members facing eviction, incarceration, or homelessness
  • Investigate cruelty, neglect, hoarding, and abuse cases
  • Manage wildlife, exotic animals, and farmed animal incidents
  • Work closely with law enforcement, courts, health departments, and social services
  • Educate the public on humane care and animal-related laws

They are on the front lines of public health and safety. They protect the voiceless while also serving the people who love them. And they often do all this with limited staff, tight budgets, and little recognition.

Animal Control Officer Appreciation Week is a chance for agencies, communities, and partners to say thank you. But gratitude should not stop there. Let’s use this week as a moment to push for the real changes that will help ACOs thrive in their roles.

Course Description

The wait is over! Join the NACA ACO III Advanced Training Program focused on animal crime forensics with an emphasis on compassionate animal control work. Elevate your skills in investigating and addressing animal cruelty cases while promoting humane treatment and care to people and pets.

This is a two-part course that includes 10 hours online, and 3 days in person @ University of Florida!
  • Cost: $495 (excludes food, lodging, travel, or transportation)

    Required for registration or admission to In-Person portion – bring the certificate with you!
  • Instructor Led (3 days @ University of Florida)Over the course of a three-day in-person training, participants will engage in a comprehensive exploration of various forensic techniques and practices relevant to animal control officers. The first day begins with sessions on animal crime scene processing, followed by forensic photography, including hands-on exercises to enhance practical skills. The day concludes with discussions on live animal evidence and veterinary forensic pathology. The second day delves into forensic entomology, the investigation of clandestine grave sites, and DNA analysis, with multiple hands-on exercises to solidify understanding. The final day is dedicated to mock crime scene processing, where participants apply their learned skills in real-life scenarios, culminating in group presentations that demonstrate their analytical and forensic capabilities.

NACA Inaugural Summit: A Unified Vision for Animal Care and Control

San Antonio, Texas, recently hosted a pivotal event in the realm of animal welfare—the inaugural summit organized by the National Animal Care & Control Association (NACA). This landmark gathering brought together 85 representatives from 37 states, all unified by a shared vision: to create a better tomorrow for animal care and control.

The single-day summit marked the first time such a broad coalition of animal care and control professionals convened under one roof. The event underscored the importance of collaboration across states and municipalities, highlighting how unity can drive significant progress in policies and practices related to animal welfare.

The summit featured an array of keynote speakers, including leading policymakers, experts in mental health, and a panel that highlighted emerging trends in our field. Each brought unique insights into the challenges and opportunities facing the industry today. Networking opportunities at the summit were designed to equip participants with relationships, connections, and tools to bring back to their respective states, fostering a nationwide improvement in animal care standards.

A significant outcome of the summit was the unanimous agreement of the long overdue united conversation on enhancing the welfare of animals across the country. This conversation emphasized the need for standards, enhanced professionalism, and a united voice in which to move the needle.

The collaborative spirit of the summit was perhaps best exemplified in the formation of a new task force dedicated to addressing the most pressing issues in animal care and control related to data. The task force will work together over the coming months to identify alignment and integration opportunities across various data systems used by shelters, rescues, and animal control agencies. By standardizing data collection and sharing practices, they aim to enhance transparency, improve animal welfare outcomes, and streamline operations.

The NACA inaugural summit in San Antonio set a precedent for future gatherings, establishing a strong foundation for continued collaboration. By uniting 37 states under a common cause, the summit has catalyzed a movement towards more compassionate and effective animal control practices.

As attendees return to their respective states, the momentum generated at the summit promises to inspire tangible changes. The shared commitment to a better tomorrow for animals underscores the potential for profound advancements in animal care and control nationwide.
