The National Animal Care & Control Association (NACA) applauds the US House of Representatives for passing the Preventing Animal Cruelty and Torture (PACT) Act (HR 724) today. We thank the House leadership for bringing this bill to the floor for a vote and Reps. Ted Deutch (D-FL) and Vern Buchanan (R-FL) for their steadfast support and hard work on getting this very important bill passed.
Federal law already prohibits animal fighting, as well as the creation of and trade in obscene videos showing egregious forms of cruelty, but the underlying cruelty itself is not banned. The PACT Act will create a federal anti-cruelty statute that complements the cruelty laws in the 50 states.
The Senate passed the PACT Act during the last Congress, so we are hopeful that it will move quickly to pass it again and get it sent to the White House for President Trump’s signature as soon as possible.

Dr. Fisher has an educational background in population management/medicine, public health, veterinary sciences, informatics, and healthcare administration. He has been working in the veterinary medical/animal welfare field for over 15 years holding management roles in private practices, cooperate practices, the NCSU College of Veterinary Medicine, county government, and now as the Animal Services Director for the City of Charlotte/Charlotte-Mecklenburg Police Department. A strong advocate for professional development and growth in the animal welfare industry, Josh seeks to involve staff in continued education and training opportunities as well as in cutting edge industry research. His professional interests focus on disease reduction/prevention, advanced marketing/placement and intake reduction tactics, strategic planning, and staff career development in the area of animal welfare. His projects include increasing interest of veterinary/veterinary technician students in the animal welfare industry as well as working with community veterinarians to break down barriers, develop relationships, and increase involved in community focused animal welfare (animal control and sheltering) practices. It is a passion of Josh’s to bring a level of awareness to the animal welfare industry in such a way that young adults and college students make the decision to pursue animal welfare as a profession rather than falling into it by chance.

Your board has been busy, moving forward and making changes that will bring each of you more benefits and resources while at the same time make NACA a stronger presence in the animal care and control profession.
Our profession is constantly growing and changing to keep up with the demands placed on us all each day. As your national voice, we too must adapt to the current needs of our membership so over the next few months you will notice many changes within NACA. Please be patient, there may be a few bumps in the road as we work hard to provide you with the very best organization that lives up to the high standards you deserve!
Currently we are making some improvements to our membership software and policy. All individual memberships will now expire on your anniversary date. We originally had set all memberships to expire on December 31 of each year, but after hearing from many of you, we have decided it is in your best interest to have membership expire 1 year from the date you sign up. If this improvement causes you any problem or concerns, please contact our executive office at naca@nacanet.org.
As I mentioned above, please keep an eye out for as we bring you many new benefits, services, and what is shaping up to be, a very exciting conference and training symposium in Orlando, Florida.

Rob Leinberger, NACA’s Past President and Board Member, notified the board this month of his resignation from the board. Rob joined the board in 2012 making many contributions to the association. He has been a valuable presence on the board and will be missed. We would like to thank Rob for the significant contributions he made during his service on NACA’s Board and wish him continued success!
